The purposes of the program are to increase capacity of EmOC staff in the 5 provinces to provide EmOC services as a team; to equip provincial, district and facility level managers with necessary knowledge and skills to provide and monitor quality EmOC services; to equip staff at district hospitals with necessary knowledge and skills to provide basic EmOC and first aid/referral services for EmOC; to reduce referral times between first aid, basic and comprehensive EmOC facility levels, and also from client’s home to EmOC facilities through improved transport services and referral mechanisms and to introduce The Rights Framework for Quality EmOC approach in all Comprehensive EmOC facilities.
