The global objective of the MTR is to improve the agriculture sector's delivery capacity towards the achievement of Rwanda's growth-, export-, poverty reduction-, food and nutrition security- and sustainable development targets.

This assessment exercise aims to identify the key gaps and lessons learned in PSTA III implementation as the basis for proposed improvements/adjustments to achieve the objectives of PSTA III by 30 June 2018. The assessment is expected to provide precise inputs for short-term (PSTA-III) and medium-term planning (PSTA IV), make full use of relevant past and on-going review exercises in an effective manner.

 The specific objectives of the assignment read as follows:

•To support the harmonization and efficient operationalization of the agriculture sector's policy-, strategic planning- and performance assessment framework.

•To support government efforts to fast-track agricultural growth and exports while increasing at the same time youth employment and the empowerment of women and cooperatives.

•To support government efforts to increase the efficient use and benefits of public investments in assets (terracing, irrigation, and market infrastructure), input subsidies and extension.

•To support government in its efforts to mobilise private finance (domestic and foreign investors, financial services, entrepreneurs, farmers) for Rwanda's agricultural transformation.

•To support government in its efforts to improve the conditions for agro-environmentally sustainable and profitable land husbandry.

•To support government in its efforts to decrease the vulnerability of agricultural households, giving special emphasis to food and nutrition security, climate change and lack of land.

•To support government in its efforts to fast-track the digitalization (use of digital devices and processes) of the agriculture sector's communication-, extension- and management systems.

The project titled as “Identification and Formulation Natural Resources Management Sector Cambodia” is developed to assist the Delegation of the European Union to Cambodia in the Identification and Formulation Phases of the proposed Agriculture and NRM sector programme based on past EU experiences in the sector and current national strategic frameworks for the sector. 

During the Identification and Formulation Phases, a comprehensive set of issues are addressed and relevant services with these issues are provided. These are summarized as below;

  • Assess the context of agriculture and natural resources management in Cambodia;
  • Identify the specific areas of policy, strategy and implementation that would come within the purview of the EU supported Agriculture and NRM sector programme and expected outcomes;
  • Assess the capacities and needs of the Government of Cambodia and the main other stakeholders, especially Ministry of Agriculture, Fisheries and Forestry, Ministry of Environment and Ministry of Commerce and civil society representatives
  • Identify the mechanisms by which the Agriculture and NRM sector programme can in an effective and integral manner benefit from collaboration with civil society
  • Review of donor-supported national and regional initiatives in the sector and analyse possible synergies or complementarities with them;
  • Facilitate consultation workshops with the key stakeholders – the Government, and the EU, donors CSOs – to identify the most appropriate option/s to be taken forward to formulation.
  • Within limitations of such a contract, conduct a rapid political economy analysis of the Agriculture and NRM sector in Cambodia10;
  • Review/assess market requirements, business environment/investment climate both nationally related to the Agriculture investment, in particular of SMEs
  • Complete/finalise the 7 assessments for a Sector Policy Support Programme (Sector policy and strategy; Macroeconomic context; Sector budget and medium-term expenditure framework (MTEF); Public financial management (PFM);
  • Identify and recommend a strategic and internally coherent design option(s) for the Agriculture and NRM programme, in line with the Multi-Annual Indicative Programme
  • Ensure that gender equity and environmental sustainability are effectively considered and reflected in the programme design.

The project titled as “Technical audit of the UNIK Construction's civil works contract-  Three Towns water supply and Sanitation project” is developed to provide a factual view on works/services carried out by UNIK Construction Engineering (Pty) Ltd (the Contractor) and the Consultant with 3 regard to the organizational technical contractual and financial aspects during implementation of the project. The auditor shall provide to the Contracting Authority, the Supervisor and the European Union Delegation recommendations to remedy errors observed and actions that could lead to improved implementation results of the project.

Specific objective of this project is to provide assurance to the Supervisor, the Contracting Authority and the European Union Delegation of:

a. the steady implementation of the works carried out under the water supply and sanitation projects referred to in section (1) above, together with the associated supervision;

b. the sound organization of the works;

c. the quality of the works carried out in conformity with the contract Technical Specifications and in accordance with the best practice in the sector;

d. the project expenditures are justified and were foreseen in the project budget;

e. the sound management of the project: to ensure that each party duly meets its contractual obligations and to mitigate any risk of claims, litigation and/or disputes;
