Dr. Faruk Cengiz Tekindağ has over 35 years of national and international professional experience in the development banking sector, project finance, EU-funded projects with PCM (Project Cycle Management) methodologies, and financial reporting standards. His expertise also covers the design and implementation of technical assistance/cooperation programs, preparation and evaluation of investment projects, feasibility studies, company valuation, and financial forecasting models—having prepared more than 250 project appraisal and feasibility reports. He is highly experienced in financial analysis techniques, as well as in project preparation, evaluation, grant programs, procurement rules, monitoring systems development, and budget planning and implementation for the EU and other international organizations, including the World Bank, the European Investment Bank, the Islamic Development Bank, the Asian Development Bank, and the United Nations.
Dr. Tekindağ has collaborated extensively with international organizations, international financial institutions (such as the Asian Development Bank, Islamic Development Bank, Development Bank of Ethiopia, the Association of Development Financing Institutions in Asia and the Pacific – ADFIAP, the Standing Committee for Economic and Commercial Cooperation of the Organization of Islamic Cooperation – COMCEC, and the Turkish Cooperation and Coordination Agency – TİKA), as well as with regional development agencies, ministries, local commercial banks, chambers of commerce and industry, and NGOs in Türkiye.
With his significant expertise in the EU PCM approach, project evaluation, financial forecasting, and financial analysis models, Dr. Tekindağ has trained and advised more than 2,500 professionals as a Lead Trainer and Consultant at both national and international levels.
He holds a Bachelor’s degree in Economics from Gazi University, a Master’s degree in Accounting and Finance from the same university, and completed the Financial Management Program for Senior Executives at the Maastricht School of Management. He also holds a PhD in Accounting from Anadolu University.
Deniz Demircioğlu is currently serving as the Director of Socio-Economic Consultancy Services at WYG Turkey. She has over 30 years of experience in interdisciplinary consultancy, particularly in the fields of socio-economic and technical advisory services, within the public sector and internationally funded projects.
Deniz Demircioğlu has extensive expertise in leading and managing interdisciplinary teams in the implementation of large-scale, multi-component technical assistance projects and programs funded by international donor organizations such as the European Union (EU), the United Nations (UN), and the World Bank (WB). The scope of these projects and programs has predominantly focused on human resources development, social inclusion and integration, migration, education, employment, labor market development, social and cultural dialogue, public health protection, regional competitiveness, restructuring and reorganization of public institutions and SMEs, institutional capacity building, EU acquis alignment, public financial management, economic development, public infrastructure development, scholarship management, grant implementation, monitoring and auditing, communication and awareness-raising activities, environmental investment planning, agriculture and rural development, urban and regional planning, as well as strategic and participatory governance.
Throughout her professional career of more than 30 years in socio-economic development and technical infrastructure building, she has led and managed strategic, large-scale, and multi-component projects in both the public and private sectors across Türkiye, Northern Cyprus, Middle Eastern countries, Africa, and various Western Balkan and European Neighborhood Policy Instrument (ENPI) countries.
Cengiz Kansu holds a Bachelor’s degree in Architecture and a Master’s degree in Architectural Design from Middle East Technical University (Ankara, Türkiye).
With over 25 years of experience in project and program management, he has specialized in various areas of technical consultancy services in both the public and private sectors. His expertise includes contract management, design management, project development, investment feasibility, procurement of works, goods and services, as well as providing tendering advice for a wide range of complex building and infrastructure construction/investment projects under different financing models.
Highly knowledgeable in FIDIC Contracts and their implementation, Cengiz Kansu also has substantial experience in works, goods, and service procurement under FIDIC and PRAG rules.
He has been involved in the management of more than 25 projects in Türkiye, the UAE, and Kazakhstan.
Mehmet Serdar Kabukçuoğlu holds a Bachelor’s degree in Business Administration from Gazi University and a Master’s degree in Accounting and Finance. Over the course of his 38-year career, he has served as Head of Departments in the project, credit, resources, and foreign relations units of the Development Bank of Türkiye, and since 1985, he has been working as Deputy General Manager at WYG Turkey.
During this period, he has gained significant experience working with international institutions such as the World Bank, the European Investment Bank, IDB, and KfW. He has served as a member of the board of directors and supervisory boards of subsidiaries of the Development Bank and has coordinated corporate restructuring operations, acquiring extensive experience in negotiations with financial institutions. He has acted as coordinator in COMCEC PCM programs and has developed and implemented consultancy projects for international institutions, such as the establishment of the Development Bank of Ethiopia, the Development Bank of Syria, and the Credit Agency of Mauritania. Within this framework, he has participated in international technical cooperation programs in Ethiopia, Syria, Mauritania, the Philippines, and Northern Cyprus. He has also delivered training on project finance and credit evaluation for multinational institutions such as ADFIAP and ADFIMI.
Mr. Kabukçuoğlu has lectured on Tourism Investment at Başkent University and Financial Strategies in the English Master’s Program at Yıldırım Beyazıt University. He chaired the Special Commission on Private Sector Dynamics of Türkiye’s 11th Development Plan. His core areas of expertise include financial modeling, regional and sectoral studies, regional development programs, feasibility studies, mergers and acquisitions, privatization and PPP models, and clustering activities. He is also the author of published books titled “Project Cycle Management and the Logical Framework Matrix” and “Feasibility for Everyone,” as well as several articles on various topics.
