Project Objectives and Results:

This evaluation aims to provide an objective and evidence-based assessment of the achievements, results, quality, impact, and effectiveness of the four projects undertaken within the scope of the overall policy, planning, and governance program whose guiding purpose was promoting good governance and reinforcing accountability in Lebanese government institutions.

Project activities:

• Documentary Review
• Background and stakeholder analysis
• Kick-off meeting in Beirut with the EU Delegation evaluation manager, contracting authority OMSAR and the evaluators
• The reconstruction of the Intervention Logic (IL) and Development of a Theory of Change (ToC).
• Methodological Design: the formulation of the evaluation questions on the basis of the ToRs,
• Fine tune the evaluation tools to be used during the field phase
• Gathering of primary evidence with the use of most appropriate techniques
• Data collection (such as interviews, focus groups, surveys etc.) and analysis
• Submission of the Intermediary Note and Slide Presentation
• Final analysis of findings (with focus on the Evaluation Questions)
• Formulation of the overall assessment, conclusions and recommendations
• Reporting
• Revision of Quality Assessment Grid and incorporation of final comments
• Elaboration of Final Report and Executive Summary
