BUILDING THE CAPACITIES OF THE MINISTRY OF INTERNATIONAL COOPERATION IN THE FIELD OF PLANNING, MANAGING, MONITORING AND EVALUATING OFFICIAL DEVELOPMENT ASSISTANCE (ODA) TO EGYPT

Project Objectives and Results:
The overall objective of the project is to develop and enhance the efficiency and effectiveness of the planning, managing, monitoring and evaluating functions of the Ministry of International Cooperation (MoIC) to optimize the allocation of Official Development Assistance (ODA) to Egypt in line with the Aid Effectiveness principles, to contribute to the socio-economic welfare of the country.
The achieved results of the project are as follows:
Result 1: A comprehensive assessment and review of the on-going planning, monitoring and evaluation efforts undertaken by the Ministry of Planning & International Cooperation with regards to Official Development Assistance (ODA) provided to Egypt
Result 2: Improvement of processes related to monitoring and evaluation of ODA to Egypt in line with international and European best practices (EX Ante, Mid Term, and Ex Post Evaluations)
Result 3: Improvement of capacities of staff entitled to undertake planning, managing, monitoring and evaluation exercises for ODA provided to Egypt, and upgrading at both MoIC and selected pilot units of International Cooperation at three-line ministries
Result 4: A central strategy unit for planning, managing, monitoring and evaluating ODA to Egypt
Result 5: Having the DECODE database upgraded, enhanced and made available for online interactivity
Result 6: Organisation of communication and awareness raising activities
Target Groups:
- The staff of the Ministry of International Cooperation
- The affiliated units of the Ministry
- Three International Cooperation units from selected ministries
- Other relevant stakeholders through meetings and informal workshops
