Project Objectives and Results:

The overall objective of the project is to increase the level of information on EU issues available at the provincial level for all stakeholders, to strengthen the capacity of the Administration at the local level to support the management of EU funds and engagement in the Accession process, to increase the capacity of the EU Permanent Contacts Points, EU Offices and EU Consultation & Coordination Committees (CCCs) in 20 selected pilot Provinces of Turkey and to produce a strategy for how these capacity-building efforts can be scaled up nationwide.

The achieved results of the project are as follows:

Result 1: Representatives from selected provinces participate in a Kick-Off Meeting with EU Chief Negotiator

Result 2: Training Needs Assessments including training curriculums at the provincial level to inform on the design of training activities on EU polices for the selected EU Offices and members of CCCs

Result 3: Training of at least 2 experts from each pilot provincial EU Office and 1 CSO representative from the CCCs in the pilot provinces as trainers on topics related to EU policies and the Accession process through a 2-week educational programme and orientation activities with MoEU

Result 4: Training of the Staff of EU Offices and members of CCCs in each pilot province on EU policies and the Accession process through 4 different capacity building activities via 3-day training programme for each and online ‘self-learning’ pages on the web portal established on the same topics

Result 5: Training of 40 representatives from selected EU offices and related CCCs as trainers in topics related to EU Funding & Project Development through 2 deliveries of a 6-day ToT

Result 6: Organisation of a 5-day study visit

Result 7: Strengthening the mechanisms for sharing information and experience among the provinces and between the provinces and the centre

Result 8: An internal mid-term evaluation of the project’s capacity-building activities and the Training Needs Assessment Report to inform on a draft Strategy Paper for Strengthening Capacity at Provincial Level for EU Affairs and the Management of EU Funds

Target Groups:

  • The EU Permanent Contact Points and the staff of the EU Offices in the pilot provinces
  • The members (from CSOs, Public Institutions, and private sector) of the provincial EU Consultation and Coordination Committees
  • Any other staff from the Offices of Governor or from specific CSOs that may be relevant in terms of EU processes at the local level
