TECHNICAL ASSISTANCE FOR IMPROVING PARTICIPATORY STRATEGIC GOVERNANCE AT LOCAL LEVEL

Project Objectives and Results:
The overall objective of the project is to increase the scope of Local Administration Reform in Turkey by improving the capacity of local governments for enhancing participatory strategic governance at local level.
The achieved results of the project are as follows:
Result 1: Improvement of strategic planning capacity of local governments and enhancing the participatory strategic planning capacity of local governments as well as the development and use of analytical tools to increase efficiency and transparency
Result 2: Increase in the efficiency and effectiveness of Urban Councils aiming at developing local participation through strengthening the capacity of Urban Councils
Result 3: Development of the culture of participatory decision making at the local level. It involves activities such as organising awareness raising campaigns to encourage participation of the local stakeholders and public administrators as well as the monitoring and evaluation of the strategic plans of local governments and their implementation processes
Target Groups:
- Governors and Deputy Governors
- District Governors
- Mayors and Deputy Mayors
- Professional High-level Managers/Department Heads and Special Provincial Administrations and Municipalities
- Chairs and representatives of urban councils
- Muhtars (neighbourhood headmen who are elected for specific districts)
- NGO Representatives (those explicitly defined in Regulation on Urban Councils)
- Citizens residing in selected local governments
