TECHNICAL ASSISTANCE AND SUPERVISION FOR BANDIRMA INTEGRATED WATER PROJECT

Project Objectives and Results:
The overall objective of the Project is to accelerate Turkey’s accession to EU by enabling Turkey to achieve a high level of environmental protection and compliance with the EU wastewater sector directives.
The specific purposes of project:
- To provide Technical Assistance to Balıkesir Water and Sewerage Directorate (BWSD) through administrative, financial and technical capacity building, and assisting the BWSD in operating an efficient water and wastewater department (Water Utility Department),
- Provision of supervision services for construction of the wastewater treatment plant, water supply and wastewater collection system (Works Contracts).
The project results to be achieved are as follows:
Result 1: Institutional, technical and financial development/strengthening for the Water Utility Department (WUD) and Project Implementation Unit (PIU) of BWSD,
Result 2: Capacity building of BWSD personnel to enable the implementation of planned projects,
Result 3: Contract management and supervision for the construction of wastewater treatment plant and components of water supply and wastewater collection system (Works Contracts) are successfully implemented within the time and budget provided,
Result 4: Sludge Management Plan is well prepared therefore, practical and applicable alternatives are clearly defined to assist the PIU to take decision on final utilization of the sludge produced at the wastewater treatment plant.
The Construction Supervision services were provided for the following components:
Lot-1 Wastewater Treatment Plant (FIDIC Yellow Book): with 27 months of construction period and 24 months of DNP
- Complete engineering design for the wastewater treatment plant,
- Construction of the approximately 21.084 m³/d average flow rate capacity wastewater treatment plant including the supply and installation of electrical and mechanical equipment and all auxiliary facilities for the operation of the plant,
- Training, operation and maintenance.
Lot-2 Water and Wastewater Project (FIDIC Red Book): with 24 months of construction period and 12 months of DNP
- Construction and installation of 7.500 m water transmission lines and associated structures,
- Construction and installation of 3 new water reservoirs (5.000 m³, 2 Nos and 10.000 m³ in volume),
- Construction of DM1A Merkez water pumping station,
- Supply and installation of flowmeters for 3 Water storage tanks (DM1A, Çınarlı, Kartalçeşme),
- Preparation of water supply system as-built plans,
- Construction of 6.9 km of wastewater main and lateral collectors sewer mains,
- Construction and installation of new Bandırma SIZ wastewater pumping station and associated structures,
- Construction and installation of three package type wastewater pumping station for district network and associated structures,
- Rehabilitation of Örnek SIZ wastewater pumping stations,
- Construction of 28.8 km of sewer mains,
- Supply, installation and construction of wastewater house connection pipes and parcel manholes,
- Construction of manholes,
- Construction and installation of three new package type wastewater pumping station and forced main and associated structures,
- Installation of automation system for existing pumping stations,
- Preparation of wastewater collection system network as-built plans for constructed sewer mains.
