Project Objectives and Results:

The overall objective of the project is to accelerate Turkey’s accession to EU by enabling Turkey to achieve a high level of environmental protection & compliance with EU wastewater sector directives. The Project provides technical assistance to Bulancak Municipality and the Project Implementation Unit (PIU) via administrative, financial & technical capacity building in operating an efficient Water Utility Department.

The results achieved are as follows:

Result 1: Institutional development of the Water Utility Department (WUD) of the municipality

Result 2: Capacity improvement to enable the implementation of planned projects

Result 3: Contract management & construction supervision for water supply system (Works Contract-1)

Result 4: Preparation of design report, drawings and full tender dossier for the implementation of the wastewater treatment plant based FIDIC Yellow Book

Result 5: Contract management and construction supervision for wastewater treatment plant and rehabilitation of wastewater collectors (Works Contract-2)

Result 6: Preparation of tender dossier including a market survey for the provision of equipment and provision of technical assistance in tendering, contracting, successful delivery and use of the equipment

Provided construction supervision services for:

Works Contract – 1: Construction of Drinking Water Supply System (FIDIC Red Book)

  • Drilling/construction of 4 new wells and rehabilitation of 3 existing wells
  • Installation of chlorination equipment for disinfection of water
  • Replacement of 4.800 house connections with polyethylene type house connections
  • Replacement of 97 km of old network pipes with HDPE pipes
  • Installation of bulk flow-meters & level sensors for automation & monitoring system (SCADA)
  • Construction of 4 new pumping stations, rehabilitation of 1 existing pumping station
  • Renovation of 4 water storage tanks & construction of 6 new reservoirs (100 m³ – 3000 m³)
  • Replacement of 27 km of transmission line with Ductile Iron pipes

Works Contract – 2: Construction of Bulancak Wastewater Treatment Plant and Rehabilitation of Sewerage Network System (FIDIC Yellow Book)

  • Construction of 1st stage (2025) Wastewater Treatment Plant (activated sludge with carbon, nitrogen & phosphorus removal) serving 50.000 p.e. with 12.045 m³/day design flow rate
  • Construction of 1.4 km HDPE PN6 rising main and 4 km sewer collectors (DN500 – DN800)
  • Construction of 6 km sewer network (DN200 – DN300)
  • Construction of 333 manholes and 224 house connections
  • Rehabilitation of 1 pumping station
  • Construction of 2 new pumping stations
