Project Objectives and Results:

The overall objective of the Project is to accelerate Turkey’s accession to EU by enabling Turkey to achieve a high level of environmental protection and compliance with the EU wastewater sector directives.

The specific purposes of project:

  • Administrative, technical and financial capacity building for the WUD and PIU of Giresun Municipality,
  • Modernisation of the WUD and provision of the necessary training and support for the institutional sustainability,
  • Technical assistance to the WUD and PIU by practical training including project management, and management of the WWTP after construction,
  • Technical assistance to the WUD and PIU in performance of leakage detection and Non-Revenue Water reduction programme,
  • Preparation of Sludge Management Plan to assess the final usage alternatives of the sludge produced at the wastewater treatment plant,
  • Contract management and construction supervision for the implementation of wastewater treatment plant (Lot1) and wastewater collection system (Lot2).

The project results to be achieved are as follows:

Result 1: Institutional, technical and financial development/strengthening for the Water Utility Department (WUD) and Project Implementation Unit (PIU) of Giresun Municipality,

Result 2: Capacity building of BWSD personnel to enable the implementation of planned projects,

Result 3: Contract management and supervision for the construction of wastewater treatment plant and components of wastewater collection system (Works Contracts) are successfully implemented within the time and budget provided,

Result 4: Sludge Management Plan is well prepared therefore, practical and applicable alternatives are clearly defined to assist the PIU to take decision on final utilization of the sludge produced at the wastewater treatment plant.

The Construction Supervision services were provided for the following components:

Lot-1 Wastewater Treatment Plant (FIDIC Yellow Book): with 27 months of construction period and 24 months of DNP. Works commenced on 16.12.2021 and will be completed on 05.03.2024 (+730 days DNP).

  • Complete engineering design for the wastewater treatment plant;
  • Construction of the approximately 23.500 m³/d average flow rate capacity wastewater treatment plant including the supply and installation of electrical and mechanical equipment and all auxiliary facilities for the operation of the plant;
  • Training, operation and maintenance.

Lot-2 Wastewater Collection (FIDIC Red Book): with 24 months of construction period and 12 months of DNP

  • Construction of 24 km of wastewater collectors and sewerage network pipelines;
  • Construction of 4.7 km forced mains and associated structures;
  • Supply, installation and construction of 18 km wastewater house connection pipes and 1.207 parcel manholes;
  • Construction of 652 manholes;
  • Construction of three new wastewater pumping stations (Aksu, Boğacık, Saz);
  • Construction and installation of four new package type wastewater pumping stations (TM2, Küçükköy, Eriklimanı, Göksüz);
  • Construction of 2.490 m highway, railway, river/creek, culvert, etc. crossing by horizontal directional drilling method;
  • Construction of one creek crossing by hanging pipe on bridge;
  • Installation of automation system for the pumping stations.
