TECHNICAL ASSISTANCE AND SUPERVISION FOR SİVEREK WASTEWATER PROJECT

Project Objectives and Results:

The overall objective of the project is to accelerate Turkey’s accession to the EU by enabling Turkey to achieve a high level of environmental protection and compliance with the EU wastewater sector directives.

The results achieved are as follows:

Result 1: Development of a proper organizational structure for the Water Utility Department (WUD)

Result 2: Training of WUD management & key staff in administrative procedures to improve financial & operational performance

Result 3: Modernisation and functioning of the WUD, including the tariff structure

Result 4: Preparation & submission of annual budgets, strategic plan & investment programs to the Contracting Authority & End Recipient

Result 5: Recording & digitisation of water & wastewater network and facilities in Geographic Information System (GIS) media and training of ŞUSKİ/WUD staff on the use, maintenance and upgrading of the system

Result 6: Preparation of a detailed leak detection programme with performance procedures. Testing of two pilot areas using leak detection equipment, training of ŞUSKİ staff on the use & maintenance of the equipment

Result 7: Preparation of a hydraulic model for the water supply system and the verification of the model, and the training of the ŞUSKİ/WUD staff on the use, maintenance and upgrading of the model

Result 8: Operation of an IT based management information reporting system within the WUD

Result 9: Capacity building for the ŞUSKİ staff for the management of the project

Result 10: Provision of Contract management & supervision services for “Construction of Siverek Wastewater Treatment Plant” (Works Contract-1) & “Construction of Wastewater Network & Storm Water Collectors & Rehabilitation of Esmerçayı Creek” (Works Contract-2)

Result 11: Preparation of the tender dossier for the provision of equipment and monitorisation of tendering, contracting, successful delivery and use

The construction supervision services provided comprised the following components:

• Works Contract 1: Construction of Wastewater Treatment Plant according to FIDIC Yellow Book. The construction of the first stage (2025) of Siverek WWTP including sludge treatment & handling. The first stage serves 128.082 p.e. with a design flow rate of 17.030 m³/day, including Civil and pipe-laying works of the discharge line.
• Works Contract 2: Construction of Wastewater Network and Stormwater Collectors and Rehabilitation of Esmerçayı Creek according to FIDIC Red Book. Construction of wastewater collection network (235.940 m) for 2025 development areas and construction of related parcel connections (23.963 m) and construction of wastewater collector lines (indicatively 4.580 m) to reach WWTP. Rehabilitation of Esmerçayı Creek (construction of U-shaped open channel, box culvert & trapezoidal channels (5.390 m)), construction of storm water collection network (indicatively 3.430 m) for problematic areas.
