TECHNICAL ASSISTANCE FOR THE SUPERVISION OF CONSTRUCTION OF ORDU WASTEWATER TREATMENT PLANT (WWTP) AND RETROFITTING OF KUMBAŞI WWTP

Project Objectives and Results:

The overall objective of the project is to accelerate Turkey’s accession to the EU by enabling Turkey to achieve a high level of environmental protection and compliance with the EU wastewater sector directives. The specific aim of this project is to protect the Black Sea from the negative effects of the raw wastewater discharge by establishing a sound wastewater management system to OSKİ in accordance with the EU and the Turkish Legislation.

The results achieved are as follows:

Result 1: Reduction in the operating costs and increase in the financial strength of the WUD of OSKİ to increase the affordability

Result 2: Preparation of the full design and tender documents for partial rehabilitation of water supply and sewer networks (Works Contract 2) according to FIDIC Red Book and supervision of this construction

Result 3: Supervision of “Construction of Ordu Wastewater Treatment Plant (WWTP) and Retrofitting of Kumbaşı WWTP” (Works Contract 1) in accordance with FIDIC Red Book

Result 4: Preparation of the market survey and supply tender documents regarding the equipment needed for the operation, maintenance and repair of the water and wastewater services respecting PRAG rules

Result 5: Establishment of a semi-autonomous water utility department within Ordu Municipality and provision of technical assistance for an efficient operation

Result 6: Capacity building and awareness raising

Result 7: Professional and technical training of the OSKİ staff to operate the wastewater treatment plant and to prepare/implement EU projects effectively and efficiently

Result 8: Development of drinking water monitoring program in line with Turkish legislation & Council Directive 98/83/EC (03.11.1998) on quality of water intended for human consumption with OSKİ’s consent

Result 9: Creation of a database demonstrating the current situation of the water supply network

Result 10: Preparation of the full design and tender documents for the water, sewer and storm water networks that will be implemented after 2012 according to FIDIC Red Book

The construction supervision services were provided for the following components:

• Construction Supervision of Works Contract 2: Construction of water and sewer networks which are 70.7 and 29.9 km respectively under FIDIC Red Book.
• Construction Supervision of Works Contract 1: Design and Build construction of the Ordu WWTP; biological treatment plant with nitrogen and phosphorus removal, designed for serving 213.000 p.e. in 2025 with a maximum hydraulic design flowrate of 102.432 m³/day and Retrofitting of existing Kumbaşı WWTP to serve 5.000 p.e. in 2025, both under FIDIC Yellow Book.
