STRENGTHENING SOCIAL DIALOGUE FOR INNOVATION AND CHANGE IN TURKEY

Project Objectives and Results:

The overall objective of the project is to strengthen social dialogue in Turkey for innovation and economic and social development by assisting the Ministry of Labour and Social Security (MoLSS) and the social partners to strengthen social dialogue at all levels to accelerate the process of approximation and implementation of the Acquis Communautaire and by preparing them to fulfil their future responsibilities in the framework of the EU social policies.

The achieved results of the project are as follows:

Result 1: Increased institutional capacity for the EU Co-ordination Department for acting as a catalyst in strengthening social dialogue and ensuring horizontal co-ordination within the MoLSS in the field of social dialogue

Result 2: Helping the EU Coordination Department in MoLSS to become fully compatible to monitor the approximation process to the acquis. Progress has been achieved in consensus building between MoLSS and social partners on the application of the acquis

Result 3: Ensuring that MoLSS and social partners have gained full knowledge of social policy related acquis and social dialogue techniques through an in-depth training programme and achieving progress in participation of social partners in the preparation of new economic and social policies through increased tripartite social dialogue.

• MoLSS: Heads of departments, general directors, other senior staff, all staff of the EU Coordination Department, other related staff from relevant departments, affiliated bodies and the provincial bodies of MoLSS
• Employers’ organisations, particularly their leaders and senior experts
• Trade Unions, particularly their leaders and senior experts
• Unions of public sector employees, particularly their leaders and senior experts
• Relevant NGOs of the social sector, universities, relevant public institutions
• Companies willing to realise social dialogue through the grant scheme
