Project Objectives and Results:

The overall objective of the project is to enhance the institutional capacity of İŞKUR to enable the Agency to become a nationally recognised leading institution in promoting human resource development, and to be able to design, develop and implement effective policy measures and services aligned with European employment strategies.

The achieved results of the project are as follows:

Result 1: Increased institutional capacity of İŞKUR provincial directorates to design and implement local labour market policies, as well as to deliver better public employment services

Result 2: Improved capacity of provincial employment boards in the model and pilot offices

Result 3: Enhanced career counselling services for jobseekers, employees and students in the model and pilot offices

Result 4: Improved capacity of pilot and model offices to implement e-İŞKUR applications

Result 5: Increased visibility of İŞKUR as a key service provider

Result 6: An improved mechanism for implementation of active labour market measures for specific target groups (youth and women)

Result 7: Strengthened capacity of İŞKUR to implement active labour market measures with a view to fulfilling its role under the IPA Human Resources Development Component and European Social Fund

Target Groups:

  • Senior staff at İŞKUR’s central administration level as well as in provincial directorates with responsibility for the operational performance of the institution
  • Front line staff in the provincial directorates responsible for delivering employment services
  • Social partners at the national and local levels
  • Grant contractors
