Framework Projects

The EU Framework Contract is a tool used under the European Commission’s external aid programs for the rapid and transparent recruitment of experts to provide short-term technical assistance services on behalf of beneficiary countries. The Framework Contract Method (FWC) is managed by the EuropeAid Cooperation Office and covers all the main working areas of the European Commission.

According to the rules of the 2013 Framework Contract Beneficiaries (BENEF2013), a “Request for Services (Rfs)” and Terms of Reference (TOR) are sent to selected consultancy companies. The main categories of experts are: Category I (minimum 12 years of experience), Category II (minimum 6 years of experience), and Category III (minimum 3 years of experience). The Administrative Assistant category can only be opened for tasks related to grant evaluations. These technical assistance services, provided on behalf of the Commission, are carried out by Framework Contract Contractors called “Lots”, which consist of specific areas of expertise and are pre-selected. Below you can find the areas of expertise commonly defined for the 12 Lots under the EU Framework Contracts:

  • Program or project design and implementation
  • Preparation of Terms of Reference (services) and evaluation of additional technical documents (studies, outputs) and tenders (procurement)
  • Evaluation of grant proposals
  • Evaluations (ex-ante, interim, ex-post), monitoring including cross-cutting issues
  • Sectoral policy analysis and reforms
  • Macroeconomics
  • Public financial management
  • Laws, regulations and enforcement, legislative approximation
  • Institutional capacity building
  • Education and research
  • Awareness-raising (including information and communication)
