Dr. Faruk Cengiz Tekindağ

Dr. Faruk Cengiz Tekindağ has a 30 year of professional experience in development banking sector, project finance, project management and PCM methodologies particularly in EU-funded projects and financial reporting standards at national and international level. In addition to that he has extensive experience in technical assistance/cooperation program development and implementation, preparation and evaluation of investment projects, feasibility studies, firm valuation and financial projection/forecasting models (engaged in more than 250 project appraisal reports and feasibility reports), financial analysis techniques;  EU and other international organizations’ (WB, EIB, IDB, ADB, UN) project preparation, evaluation, grant programs, procurement rules, setting up monitoring systems and budget planning & implementation.  Dr. Tekindağ has worked with the donor agencies, international financial institutions (Asian Development Bank, Islamic Development Bank, Ethiopian Development Bank, Association of Development Financing Institutions in Asia and the Pacific-ADFIAP, The Standing Committee for Economic and Commercial Cooperation of the Organization of the Islamic Cooperation-COMCEC, International Turkish Cooperation Agency) as well as regional development agencies, line ministries, local commercial Banks, chambers of commerce & industry and NGOs in Turkey. Dr. Tekindağ has strong experience as Lead Trainer and Consultant on project evaluation, financial projection/forecasting and financial analysis models as well as EU PCM approach and trained more than 2500 people at national and international level. Faruk has a bachelor’s degree in Economics and master degree in Accounting and Finance from the Gazi University (Turkey), Executive Financial Management Program certified by Maastricht School of Management (The Netherlands) and PhD degree in Accounting from Anadolu University (Turkey).

Deniz Demircioğlu

Director of Socio-Economic Consultancy

Deniz Demircioğlu is currently holding the position of Director of Socio-Economic Consultancy at WYG Türkiye. She has over 30 years of management experience within public services and multi-disciplinary consultancies focusing specifically on socio-economic and technical consultancy services. 

She has significant experience in leading multidisciplinary teams to implement large and complex technical assistance projects and programmes financed by international donors such as the European Union (EU), the United Nations (UN), and the World Bank (WB). The scope of those projects and programmes are mainly related to human resources development, social inclusion and integration, migration, education, employment, labour market development, social and cultural dialogue,, public health, regional competitiveness, reorganisation and restructuring of public administrations and SMEs, institutional capacity building, acquis alignment, public finance management, economic development, public infrastructure development, scholarship management, grant implementation and monitoring, social, communication and awareness raising, environmental investment planning, agricultural and rural development, urban and regional planning,  and strategic and participatory management.

Throughout her 30 years of professional working experience in socio-economic development and infrastructure formation to public and private institutions she has led and managed strategic/large scale Projects in Turkey, northern part of Cyprus, Middle East Countries, Africa and various other Western Balkans and ENPI countries.

Cengiz Kansu

Director of Technical & Engineering Consultancy

Cengiz Kansu holds a bachelor’s degree in Architecture and a master’s degree in Architectural Design from the Middle East Technical University in Ankara, Turkey.

He has more than 25 years’ experience in project and programme management with expertise in a wide range of technical consultancy services, including contract administration, design management, , project development, investment feasibility, procurement of works, goods and services and tender advice for various types of complex building and infrastructure construction/investment projects in the public and private sectors under several finance models.

Cengiz Kansu has good command of FIDIC Contracts and their implementation and is highly experienced in procurement of works, goods and services under FIDIC and PRAG rules.

He has been involved in the management of over 25 projects in Turkey, the UAE and Kazakhstan.

Serdar Kabukçuoğlu

Director of Operations

Serdar Kabukçuoğlu, is a business graduate with a Master’s Degree in Finance. He has more than 30 years’ experience on development banking, regional development, programming, project finance, project development, loan evaluation, funding, strategic planning and program management at technical and managerial levels.

He has served as a member of executive boards and audit committees in several different companies and has been involved in feasibility studies in Turkey, country reports for TRNC and Azerbaijan, and international technical cooperation programs in Ethiopia, Syria, Mauritania, Philippines and TRNC.

He has two published books on “Project Cycle Management & Logical Framework Matrix” and “Preparing Feasibility Reports” and also not published studies such as Consolidation of Financial Tables for M&E (expertise thesis), Insolvency Cost Approach (master thesis) and awarded study by Ankara University on Outlook to EU Enlargement Policy. Serdar Kabukçuoğlu lectured on Project Evaluation, Loan Evaluation, Project Cycle Management, Entrepreneurship and Start-ups, Equity Finance, International Fund Structures and Financial Strategies at Yıldırım Beyazıt and Başkent Universities. He regularly presents at conferences and seminars held by international organizations such as ADFIAP and ADFIMI.
